What You Need to Know about MEDplus (Yes, It’s Medical Assistance for OFWs)

Do you have a medical insurance? If none, do you plan on getting one?

Many OFWs are wary of getting an insurance because either they don’t see the need to get one or they just don’t understand how it works. Sadly, there is a thing called “unfortunate incident” that could send you back home – and make it harder for you to go back to work again.

You can always turn to your savings, but what if you don’t have one or what you saved is not enough? In that case, you can turn to OWWA for help.

Get to Know MEDplus a Little Bit More

Sometime September 2015, the OWWA Board of Trustees approved a program allowing Overseas Filipino Workers to receive additional medical assistance from OWWA. On June 2, 2016, OWWA and Philhealth signed a Memorandum of Agreement (MOA) implementing the Supplemental Medicinal Assistance Program for OFWs or MEDplus.

What is MEDplus?

This program aims to provide one-time medical or financial assistance for OFWs, thereby supplementing the benefits provided for by Philhealth. It is available to active OWWA and Philhealth members who are diagnosed with or subsequently hospitalized as a result of a dreaded disease, whether in the Philippines or in the country where you are working.

This program will be implemented throughout the 18 regional offices all over the Philippines. It can be availed of by OFWs themselves or qualified dependent/s in the Philippines in case of death or OFW is still abroad.

What can you get from MEDplus?

  • The amount for financial assistance will not exceed P50,000 per member for one dreaded disease.
  • Supplements the existing benefits of Philhealth and shall cover medical and surgical procedures for such dreaded disease. This means aside from what you can get from Philhealth, you can get an additional P50,000 medical assistance.
  • Subsequent availment of financial assistance is allowed, as long as it doesn’t exceed the P50,000 limit and it will be used for the same dreaded disease originally applied for.

How can you apply for MEDplus?

You must submit the following requirements at the nearest OWWA Regional Office:

  • Duly accomplished MEDplus application form
  • Original copy of Philhealth Benefit Payment Notice (BPN), which shows actual payments made by Philhealth regarding your confinement or availment
  • One passport-size picture
  • Proof of OWWA membership contribution
  • Waiver from the claimant allowing OWWA to access Philhealth records for MEDplus purposes
  • Medical record and Statement of Account in case OFW is confined overseas
  • Special Power of Attorney (SPA) executed by OFW if OFW is abroad and the claimant is next-of-kin.
  • If OFW is dead, claimant must submit authenticated Death Certificate of OFW and marriage or birth certificate to prove relationship to the OFW

Take note of the requirement, dreaded disease. This means your condition must be categorized as a dreaded disease in order to avail of this benefit.

The MEDplus can be a good way to help you augment medical bills. Still, take note that claiming this benefit may take some time.     I am Ofw recently working at Saudi Arabia for 5 years and 3 months arrival here in pinas last 18 day of july 2017, my employer sent me back here in the Philippines due medical test failure about my health. I have one kind of dreaded disease problem in my health, I am active member to owwa and philheath. Can I avail to MEDplus?

  2. Hello! My husband was an ex-OFW and was sent back home in 2009 due to TB. He has not left the country since then. A yr ago he had a stroke. Will he be qualified under this program?

    1. Hello Janice. Sorry to hear about your husband’s situation. Your husband may avail of MEDPlus if he is still an active member of both OWWA and Philhealth. This is a requirement needed in order to qualify for the medical assistance.

      1. Hi Brynt. Ikinalulungkot po namin ang kondisyon ng inyong ina. Ngunit, ang MEDplus ay para po sa OFW lamang at hindi kami sigurado kung maaari itong maipasa sa kamag-anak. Ang OWWA benefits na maaaring maipasa sa family members ay limited lamang sa education assistance. Have you tried applying for a personal loan? Mayroon po mga loan facilities na exclusive for OFWs na maaaring masubukan para matulungan po kayo sa gastos. Praying for your mother’s recovery.

    Ndi po ngbbgy ung hospital ng kopya ng medical records, at bukod sa nkasulat pa sa Chinese yun.
    Na diagnosed po kc n my breast cancer at kasalukuyang ngpapachemo po sya,nsa 48,000 po kada session ng chemo ksi ndi po nya kinakaya yung chemo na may side effects.
    Kya yung chemo na walang side effects po Yung inavail nya.
    Kso nga lang po Mahal po bayad kada session.

Pinakamaganda po gawin ay lumapit na sa Philippine Embassy for repatriation upang makabalik na dito sa Pilipinas ang nasabing OFW. Mas madali po siya matutulungan ng ating gobyerno kung maipagbigay-alam ang kanyang kondisyon. Mapapadali din po ang pag-proseso ng medical assistance kung nasa Pilipinas na. Gayunpaman, dapat ang OFW ay member din ng Philhealth upang ma-avail ang MEDplus. Salamat.

  6. Im a seafarer and a member of owwa. I had retinal detachment when i went home for vacation. I had eye surgery last oct 6 2017. Can i still avail of this medical assistance? I cannot join the ship bec my vision is not ok yet. Thank you…

    1. Hello Rizalina. Ikinalulungkot po namin ang nangyari. Maaari po tumulong ang OWWA as long as ma-submit din po ninyo ang mga requirements na hinihingi (which is enumerated sa post na ito). Dapat din po ay miyembro kayo ng PAG_IBIG para ma-avail ang medical assistance.

        1. Hi Darcy! Miyembro din po ba kayo ng Philhealth? Kinakailangan ang Philhealth membership upang ma-avail ang medical assistance. Hindi po kami sigurado kung ano ang patakaran ng OWWA/Philhealth sa mga dating OFWs na nais magtrabaho abroad, but we suggest po muna na i-update ang contributions and confirm with OWWA if qualified po kayo (551-1560).   8. Hello po, I am an OFW and OWWA MEMBER. Ng bakasyon po ako sa pilipinas and unluckily i underwent appendectomy surgery during my vacation last January. Nakabalik na po ako ngayon sa work and naka avail din po ako ng Philhealth benefits, but still malaki pa din ang nabayaran ko sa hospital bill.   9. Hello po ako po ay OFW sa Saudi, tanong ko lang po sana kung covered din po ba kahit hindi dreaded disease although I was diagnosed by refered case and serious condition (peroneal nerve entrapment) , active OWWA member po ako kaya lang hindi po kasi updated ang payment ko sa philhealth.

  11. I am currently an active member of both OWWA and Philhealth. I am in need of surgery that causes me anemia due to bleeding. Can I qualify for Medplus as well as Philhealth at the same time? Where should I apply since I am still abroad?

    1. Hi Marina. As long as the contributions for both OWWA and Philhealth, yes, you can apply for medical assistance. You can submit the documents at any OWWA Regional Office (OWWA also has branches overseas) to process MEDPlus. Hi.. i just want to ask if i can avail mediplus, i am ex abroad for 2 yr and last check with my status in owwa i am a member twice, i applied again for work abroad last october and they offered me salary but then when i finished my medical they saw on my neck that needs to undergo surgery now im still pending on my medical.. i am member of philhealth and recently i paided it.. do i have the chance to avail in mediplus?     1. Hi Michelle. It is important po that both OWWA and Philhealth contributions are updated to be able to avail of this medical assistance. We’re not sure as well if the medical assistance could cover “former OFWs,” so we suggest that you confirm this directly with Philhealth (441-7442 | 7444) or OWWA (8917601 local 5401 / 5402 / 5403 / 5418)

We suggest that you update the contributions of your father to avail of MEDplus. Also, the assistance requires “dreaded disease,” so it is best to confirm this with Philhealth (https://www.philhealth.gov.ph/about_us/map/regional.htm) if your father’s condition falls under this category.     1. Hello Jo. MEDplus is exclusive po for both active OWWA and Philhealth members. Also, the “disease” must also be classified as a “dreaded disease” under Philhealth list. If you meet po these requirements, then you can avail po of the one-time financial assistance. Since inactive OWWA member na po kayo, then apologies but you might not be able to qualify po. I have a mesenteric cyst and its been with me for 3 yrs. i need to undergo surgery to out the cyst since my stomach is getting bigger and bigger. i will have my vacation this july 2018. i plan to have the surgery during this vacation time. can i avail of the MEDplus?

  20. Dati po akong OFW sa KSA nagresign po ako nung april 2017. Nakidney transplant po ako etong march 2018. Active po ang contribution ko sa philhealth at member din ng OWWA dati. May maavail po ba akong benepisyo kahit ex saudi na at wala na po ung mga resibo ng OWWA payment?.

OFW ako noon Sept. ’86 after 3 months bumalik ako sa pinas kc hindi tama ang work assignment ko (Jubail) then nag start ulit ako ng 1990 medicare pa noon, humingi ako ng record at binigyan naman ako ng Philhealth start sya ng Jan. 2006 hanggang 2016 June. gusto ko itanong kung saan napunta yung contribution ko nung Medicare pa lang nagtanong na rin ako sa Philhealht ipinasa ako sa SSS, sumagot ang SSS at itanong ko daw uli sa Philhealht, medyo magulo di po ba at kung 118 total months nakabayad lifetime na po ba member ang OFW nang philhealth at hindi na kailangang magbayad pa.

    1. Hello Willie! Did Philhealth acquire Medicare? If yes, dapat absorbed na and continuous parin ang contributions mo to be able to enjoy the benefits from Philhealth. We’re not aware if there is such thing as “lifetime member” po since we are not Philhealth as well. Apologies if we cannot fully help you on this situation.

  24. I am a seaferer an OWWA and PHILHEALTH member, our company paying my monthly PHILHEALTH contribution if I am onboard. I signed off November 29, 2017 and scheduled to sign on February 30, 2018 but unfortunately the result of my Pre-Employment Medical Examination was pending due to my HBV DNA results is DETECTED and must be UNDETECTED in order to be FIT TO WORK. According to the Doctor needs six (6) months medication and HVA DNA test and very expensive. Almost five (5) months without contributions I am still qualify to avail MedPlus? Thank You. Roger

    1. Hello Rogelio! It is required po that you are a member of both Philhealth and OWWA, which also means the contribution must be updated. Also, the disease must be among the list of “dreaded disease” classified by Philhealth themselves. We’re not sure lang po if your condition is classified as a dreaded disease so it is best to confirm this with Philhealth as well.

    1. Hi Millet! One of the requirements is “dreaded disease.” Philhealth has a list of medical conditions considered as dreaded disease and we’re not sure if your medical condition is classified under this.
